Rogue elements from establishment may have been involved in Benazir's murder: Musharraf

LONDON: According to British media, former president Pervez Musahrraf has said that during his government there may have been people within the establishment that conspired with the Taliban to kill former prime minister Benazir Bhutto.

As per British media report, when Pervez Musharraf was asked whether rogue elements within the establishment could have been in touch with the Taliban for Benazir's murder, the former president replied: "Possibility. Yes indeed. Because the society is polarised on religious lines."

While he denied that he had any specific information about the elements who might have planned the murder as saying; "I don't have any facts available. But my assessment is very accurate I think... A lady who is in known to be inclined towards the West is seen suspiciously by those elements," British media quoted Musharraf as saying.

The BBC report, by Owen Bennet Jones, also claims that the investigation following the murder was not conducted in good faith, adding that the investigation officer, lawyers and witnesses were murdered under mysterious circumstances.

Musharraf's telephone call on September 25 which Benazir referred to as a death threat was also mentioned in the report.

According to the report, Musharraf has strongly denied making the call and dismissed the idea that he would have ordered her murder. "Honestly I laugh at it. Why would I kill her?"

Journalist Mark Siegel has claimed that he was with Benazir at the time of the phone call.

"He threatened me. He told me not to come back. He warned me not to come back," Seigel quotes Benazir as saying.

On 10th death anniversary of Benazir Bhutto, Pakistan Peoples Party Chairman Bilawal Bhutto Zardari also held Pervez Musharraf responsible for the murder of his mother.

An anti-terrorism court in August this year declared Musharraf an absconder, directing authorities to seize his properties and issue perpetual arrest warrants for the former dictator.

A joint investigation team implicated Musharraf in the case, saying that his government did not provide adequate security to the former prime minister despite her repeated requests.

Musharraf murdered my mother: Bilawal

Musharraf murdered my mother: Bilawal
GARHI KHUDA BAKSH: Pakistan People's Party Chairman Bilawal Bhutto Zardari on Wednesday accused former president Pervez Musharraf of being the 'killer' of his mother. "Musharraf is the murderer of my mother," he alleged, while addressing a rally in Garhi Khuda Baksh on the occasion of the 10th death anniversary of former prime minister Benazir Bhutto.
He also attached some blame of his mother's unresolved murder case to the judiciary, saying the courts did not provide justice to his grandfather, mother, father and him. "The judiciary for whom Benazir struggled has not given us, the victims of terror and the missing persons justice. O, custodians of justice, please give justice to someone," he said. The PPP chairman said, however, his party will continue its struggle for the freedom of the judiciary.
Bilawal said politics had fallen into the laps of hypocrites but said he rebels against the nexus of religion with politics. He said the PML-N government is responsible for the economic hardships of farmers and labourers. They have created an economy that supports only the elite and powerful. Today, a conspiracy is being hatched to destroy every institution of the country, the economy has been destroyed and efforts are being made to distance the smaller provinces from the Centre, he said.
The PPP chairman said terrorists continue to reign the country. One day the prime minister declares that they have destroyed terrorists and places of worship and schools are safe and the very next day a church in Quetta is attacked, he said. He added the political leadership does not have the will to combat terrorism. Those who declared others as thieves have been identified for the biggest theft in the country, Bilawal said. He further said the people are proud of Benazir who was the leader of the oppressed people of Pakistan. "Your murderers are still playing Holi with the blood of innocent citizens. Youth, innocent sons and daughters of the soil are being murdered today by the same people who are responsible for your murder," he said.
Bilawal said that Benazir was punished for promoting a peaceful side of Islam and for fighting dictatorship and terrorists, protecting democracy, establishing supremacy of the Constitution, fighting for the rights of oppressed citizens, minorities and giving women their due rights. "You (Benazir) were punished for your courage, strength and undying love for the nation," he said as the entire podium including Aseefa and Bakhtawar Bhutto Zardari chanted "Qatil Qatil Musharraf Qatil" (murderer, murderer, Musharraf is a murderer). "Bibi Shaheed we have not forgotten your promises," Bilawal said.
Bilawal claimed the PPP is working hard to continue with Benazir's legacy. "We've restored the 1973 Constitution in its original form which was distorted by dictators. We have started the Benazir Income Support Programme, allotted state land to the poor farmers. We have also built hospitals for the free treatment of heart, kidney and liver diseases."
Earlier, paying rich tributes to former prime minister Benazir Bhutto, Pakistan People's Party Co-chairperson Asif Ali Zardari described Benazir as a visionary leader whose legacy would live on generations. Addressing a mammoth crowd at Garhi Khuda Baksh, the former president warned his rivals that even though he tries not to indulge in politics of vengeance, but he too has his limits. "There is a conspiracy going on but our philosophy teaches patience. We have been patient, but I warn our rivals: do not push us to our limits. I will not forgive them. I will defeat them from Kashmir to Gilgit-Baltistan."
Rejecting talks of any NRO being prepared for his rivals, Zardari said the party will not accept another compromise. He vowed strong opposition to any NRO prepared for his rivals.
Referring to PML N, Zardari said the PML-N always had issues with the PPP. "We will not support you this time as time and again you have back-stabbed us," he asserted. He deplored the dual standards of justice in the country and said "we spent 12 years in jail and you [Nawaz Sharif] attained freedom after spending 12 days in jail." Concluding his address, the former president reiterated that the real leader is Bilawal Bhutto.
Former prime minister Yousaf Raza Gilani, Aitzaz Ahsan, Sindh Chief Minister Syed Murad Ali Shah and Nisar Khuhro also addressed the gathering. Strict security arrangements were made on the occasion.
Earlier, convoys of leaders and workers from Punjab and other provinces reached Larkana to attend the death anniversary of their martyred leader. A large number of PPP leaders and workers reached Garhi Khuda Baksh to visit the last abode of the first Muslim woman prime minister to pay their respects.

ISLAMABAD: Indian spy Kulbhushan Jadhav met his wife and mother at the Foreign Office here on Monday amid tight security. The meeting continued for half-an-hour as both landed in Islamabad in the early hours on Monday. Indian deputy high commissioner was also present in the meeting.

Pakistan allowed the wife and mother to visit him eight months after he was sentenced to death by a military court. Kulbhushan Jadhav, a former officer in the Indian Navy, was arrested in March 2016 in Balochistan. The case added to tensions between Pakistan and India.

Pakistan released a picture of Jadhav’s mother, Avanti, and wife, Chetankul, seated at a desk and speaking to him from behind a glass window. The mother and wife of Commander Jadhav were sitting comfortably in the Ministry of Foreign Affairs Pakistan.

“We honour our commitments," Foreign Office Spokesman Dr Muhammad Faisal said in an earlier Twitter posting when the women first arrived at the ministry in Islamabad. India’s Ministry for External Affairs office has not responded to a request for comment on the meeting.

After Jadhav was sentenced to death in April, India asked the World Court for an injunction to bar the execution, arguing that he was denied diplomatic assistance during what it says was an unfair trial.

The World Court ordered Pakistan in May to delay Jadhav’s execution, and said Islamabad had violated a treaty guaranteeing diplomatic assistance to foreigners accused of crimes. Pakistan authorities say Jadhav confessed to being ordered by India’s intelligence service to conduct espionage and sabotage in Balochistan "to destabilise and wage war against Pakistan".

In a transcript released by Pakistan of Jadhav’s confession, the former naval officer says disrupting the Chinese-funded projects was the main goal of his activities. Meanwhile, when Pakistan showed a goodwill gesture by arranging a meeting of Kulbhushan Jadhev with his mother and wife, Indian armed forces resorted to unprovoked firing across the Line of Control (loC) and three Army soldiers were martyred in the latest incident.

The Indian forces opened fire along the Line of Control, said a statement by the Inter-Services Public Relations. The incident of firing occurred in the Rakhchikri sector of the LoC. One other soldier was injured in the unprovoked incident of firing by Indian troops.

Incidents of firing from across the border have increased after the right-wing government of Narendra Modi came to power and caused significant material and human loss. Indian forces have used medium and heavy weapons in recent times to target the civilian population of AJK and army posts built along the LoC.

Pakistan's top civilian and military leadership has expressed serious concerns over repeated violations by India of the ceasefire agreement along the LoC. Earlier, Foreign Office Spokesperson Dr Muhammad Faisal said that convicted Indian spy Kulbhushan Jadhav is the face of Indian terrorism in Pakistan.

Faisal, during a press conference, reiterated that Jadhav is a terrorist spy and a saboteur who was caught red-handed and was conducting terror attacks in Balochistan and Karachi Meanwhile, Kubhushan Yadhav thanked Pakistan for his meeting with his mother and wife and he again confessed that he was a spy and working for the Indian secret intelligence agency.

In his video message, he confessed, “My name is Kubhushan Yadhav and my India Navy ID is 41558. I entered Pakistan two years ago by crossing the Iran border while working for the Indian intelligence agency. Later I had been arrested by the Pakistani security forces in Balochistan."

He also admitted that the Pakistani officials' conduct with him was professional and respectable as when he requested to a meeting with his wife and mother, they arranged the meeting. “I was informed that my mother and wife are coming to meet me. It is a happy moment in my life,” he said in his video message.

Opposition refuses to end NA boycott

ISLAMABAD: The opposition parties continued the boycott of the proceedings of the National Assembly for the fourth consecutive day as they vowed to continue their struggle till the Fata people got their due rights.
However, the opposition parties on Thursday failed in their attempt to get the House adjourned due to lack of quorum. To the embarrassment of Fata parliamentarian Shah G Gul Afridi, the House was found in order when he pointed out lack of quorum following the opposition members’ walkout of proceedings against the Fata Reforms Bill missing from the agenda of the day.
The House, however, saw some rumpus during the speeches of Mahmood Khan Achakzai, who has been opposing merger of Fata with KP province and Ali Muhammad Khan of PTI who was also snubbed by the deputy speaker for using aggressive language.
Mahmood Khan Achakzai from Pakhtunkhwa Milli Awami Party suggested creation of a supreme council to address the issues relating to the tribal areas. He said it was his right to oppose or support the proposed Fata reforms and merger of Fata with the KP province. “It is being said that I am opposing the Fata reforms bill. It is my democratic right,” he said.
Achakzai said that Fata did not fall within the domain of parliament, saying that the President of Pakistan could make an end to the Frontier Crimes Regulations. “If you want to end the FCR, this can be done by the President of Pakistan,” he maintained.
He informed that a big delegation from Fata also met the army chief and told him that no decision about their fate should be taken without the will of the tribal people. “The people fromFata should have a say in any decision to be made for them,” he said.
He observed that an acceptable and practicable solution for Fata areas should be given, saying that it could have been much better had Fata areas given their own governor. He also referred to the Government of India Act 1935 according to which Fata was declared an independent area. He also complained about the attitude of Shaikh Rasheed Ahmad whose seat in the National Assembly hall is located next to him. “My neighbour talks about me but we both do not speak to each other,” he said.
In response to hooting and shouting from the opposition members during his speech, Achakzai said he would not respond but abusive language should not be used. Opposition Leader Syed Khursheed Shah strongly reacted to speech of Achakzai saying that they were bound to follow the 1973 Constitution of Pakistan and not the British rule’s Act of 1935. “We only follow the 1973 Constitution and not any theory of Afghanistan or India,” he maintained. He said that parliament enjoyed the mandate of the people of Pakistan and it would never accept any law of aliens or white people.
Khrusheed Shah said 95 percent people of Fata wanted their merger with the KP province saying the opposition parties would not participate in proceedings of the House till the tribal population was given its rights. “We want to give the people of Fata their rights by bringing them into the national mainstream,” he said maintaining that parliament could not be used as a rubber stamp.
Deputy Speaker Murtaza Javed Abbasi warned the PTI member Ali Muhammad Khan to behave in parliament. “You should take care of parliamentary traditions and its sanctity,” Abbasi asked Ali Khan who was speaking in loud voice without being given the floor. Aftab Ahmad Khan Sherpao called upon the government not to delay the issue relating to Fata reforms as the problem was not in the sight after a long time. However, he said every parliamentarian had the right to express his views.
He said it would be a credit for the federal government if it resolved the issue at the earliest to give rights to Fata people, majority of whom wanted merger of tribal areas with the KP province. “The government should not fizzle out this golden opportunity of bringing the Fata people into the national mainstream,” he said.
Talking to newsmen outside parliament, Shaikh Rasheed Ahmad said that Maulana Fazlur Rehman and Mahmood Khan Achakzai had been working on the Afghan funding and wanted to serve the wishes of Afghanistan. He said both the personalities had taken much benefit from the government and one day they would also leave the ruling alliance. Minister for Safron Abdul Qadir Baloch, responding to the opposition’s concern, assured that the Fata reforms bill would surely be brought in parliament saying the parliamentary leaders will meet the prime minister to deliberate on this matter. He said that the Fata Reforms Committee had made 25 recommendations, including extending jurisdiction of the Supreme Court and the high court to Fata.
Baloch further clarified that the government had withheld the bill due to some technical reasons and was hopeful of tabling the bill in the House in a day or two. He said that from the last 70 years, all the political parties had been sleeping and it was only the PML-N which introduced reforms in Fata. “We will not allow any party to take the credit for the Fata Reforms Bill, the whole credit goes to Pakistan Muslim League-N,” he added. Meanwhile, responding to a calling attention notice regarding rapid increase in the prices of fertilisers, the minister for national food security informed the House that sufficient stocks of urea were available in the country.
The minister said that demand of urea fertilizer was 3.075 million tons, while a stock of 3.465 was available in the country. The minister said that the government was considering withdrawing all kinds of taxes on the fertilizer sector. Minister of State for Petroleum Jam Kamal said that the petroleum prices were structured according to the international market.
Responding to a calling attention notice regarding the recent increase in the prices of petroleum products, he said that petrol prices in Pakistan were still the lowest in South Asia. The minister of state said that the government had always passed on the maximum benefit to the public when petroleum prices decreased in the international market. The House on Thursday passed two bills including "The Women in Distress and Detention Fund (Amendment) Bill, 2017" and "The Rulers of Acceding States (Abolition of Privy Purses and Privileges) (Amendment) Bill, 2017.

Imran Khan gets clean chit, Jahangir Khan Tareen disqualified

ISLAMABAD: Pakistan Tehreek-e-Insaf chairman Imran on Friday averted disqualification as the Supreme Court of Pakistan announced decision on petitions filed by Pakistan Muslim League-N leader Hanif Abbasi . The apex court, however, disqualified PTI Secretary General Jahangir Khan Tareen as Member of the National Assembly for life under article 62-1(f).

PML-N leader Hanif Abbasi had sought disqualification of PTI Chairman Imran Khan and Secretary-General Jehangir Tareen for non-disclosure of their assets and ownership of offshore companies abroad.
A three-member bench, headed by Chief Justice Saqib Nisar and comprising Justice Umer Ata Bandial and Justice Faisal Arab announced the much-awaited judgment.
The courtroom number 1 where the Chief Justice was holding his court was packed to its capacity. Senior leaders of the PTI and PMLN started to fill the courtroom number 1 after Friday prayers.
CJ read the 250-page verdict that stated that Imran Khan was neither director nor the shareholder of the Niazi Services Limited offshore company.
The court said Khan declared the money received from his ex wife Jemima Khan.
The court said the PTI was accused of receiving foreign funding but the petitioner was not an affected party.
The court ruled that the Election Commission of Pakistan can examine PTI's accounts details the last five years.
Tareen's disqualification
Declaring Jahangir Khan Tareen disqualified for life, the Supreme Court said in its judgment that the respondent could not be declared an honest person because he used suspicious terms in hi statements.
The court asked the Election Commission to issue notification to disqualify Jahangir Khan Tareen.
PTI leader Fawad Chaudhry said the decision against Tareen was given on technical grounds and he could file a review petition to challenge his disqualification .
According to script
Daniya Aziz, a PMLN lawmaker, while talking to the media outside the court criticized the decision and said it was "according to the script".
He said the verdict was an attempt to save the Pakistan Tehreek-e-Insaf.
State Minister for Information Marriyum Aurangzen said they were not surprised by the decision as it had already been predicted by Nawaz Sharif during GT Road rally.
She accused Imran Khan of receiving money from Hindus and Jews to stage sit-ins, calling for further probe into the PTI funding.
Final arguments
On November 14, the apex court had reserved the judgment after the counsels for the parties concerned concluded their arguments in rebuttal.
The chief justice, while reserving the judgment, had observed that it should not be expected that the decision in the instant case will be issued so early.
“This is a matter which will be decided after examining all the facts provided by the parties concerned,” he had observed.
The judgment was keenly awaited both by the PML-N and PTI.
Imran’s counsel Naeem Bukhari in his rebuttal on November 14 had contended before the court that his client could not be disqualified for not disclosing assets of his spouse in the nomination papers and that only nomination papers could be rejected. Imran committed a mistake but it wasn’t a misdeclaration.
He had further argued that the 2002 nomination papers of his client were never challenged anywhere. Muhammad Akram Sheikh, counsel for the petitioner, however, had argued that in the judgment delivered in the Panama Papers case, the court had held that a person could be disqualified over misdeclaration.
The chief justice observed that so far whatever had been placed before them in the instant matter, the court would search out as to who was telling the truth. He said many things were incorporated by the respondent (Imran Khan) in his replies without the permission of the court and “all of these are in our notice”.
“We will look into the matter while seeing the whole picture and to see whether this is dishonesty or not as it is the matter of honesty of a personality,” the chief justice had remarked, adding that two-thirds life of a judge passed in search of truth. It is expected that the Court Room No 1 of the Supreme Court will be major attraction today (Friday) where the judgment on a high-profile case of political nature is being announced.

Army to be part of proposed grand dialogue: ISPR

Army to be part of proposed grand dialogue: ISPR

RAWALPINDI: The Pakistan Army on Monday said it will be part of the grand dialogue proposed by Senate Chairman Mian Raza Rabbani if it was organised in the country.

The army said civil and military are not separate and difference of opinion should not be construed as problems in the civil-military relations. “We are united as Pakistanis and civil and military are not two separate sides,” Director General Inter-Services Public Relations (ISPR) Major General Asif Ghafoor said while addressing a press conference in Rawalpindi.
“I belong to military and you are civilian. Whether there is anything wrong in our relations,” he questioned. "We are united as Pakistanis and are on the same page,” he said, adding that the enemy wanted to divide the nation.
The DG ISPR said the Pakistan Army had received support from the civilian government in creation of new wings of the FC and in many other security matters as well through financing.
To a question about giving NRO (National Reconciliation Ordinance) to the PPP and PML-N, he said it was a political matter and the army does not approve any NRO. When he was asked whether the NRO prepared for the PPP and PML-N leaderships had been sent to the Pakistan Army, he said the army had nothing to do with politics.
To a question about the statement of former interior minister Chaudhry Nisar Ali Khan, the army spokesman said it was the prerogative of the federal government to make the News Leaks report public. “The prime minister has ordered an inquiry into News Leaks and it is also the prerogative of the government to make the report public,” he said.
About the statement of former military ruler Pervez Musharraf that Pakistan always made progress when there is the military rule, Asif Ghafoor said Musharraf gives statements as head of a political party. “General Musharraf spent four decades in the army and he also gives statements due to his experience. But whenever, he gives political statement, it is given as the head of a political party,” he said, adding that the incumbentarmy chief implements the army’s policy. “Army does not support or own any political statement,” he said.
When asked to comment on the US policy for South Asia to be announced by President Donald Trump on Tuesday, the DG ISPR said Pakistan is a sovereign state and it would take decisions according to its own national interest. “Let the policy come and the Foreign Office will comment on it,” he said.
He said that during the recent visits and meetings of US officials with the army chief, it was made clear to them that presently there was no organised network of terrorists in Pakistan and actions had been taken against all terrorist organisations without any discrimination. “It has been made it clear to them actions have been taken against all groups of terrorists, including the Haqqani Network,” he said, adding that Pakistan is the only country which strongly and effectively fought against terrorism in the country. However, he said that declaring a Kashmiri leader as a terrorist was regrettable, adding that India has been trying to give the colour of terrorism to indigenous struggle of Kashmiri people.
Asif Ghafoor said Pakistan had contributed a lot to peace and security of the region but there is also global politics while India was also using its influence against Pakistan. He rejected the Indian allegation that Pakistan had hoisted the national flag, the highest in South Asia, on the Wagah border on eve of the Independence Day, for intelligence gathering. “Our intelligence agencies are capable enough to carry out their work without such tactics,” he said.
Emphasising the significance of reforms in Fata, he said the Pakistan Army had already conveyed its recommendations on reforms with security point of view to the government. “The people residing in Fata also have rights like other Pakistanis,” he said. He told media persons that 95 percent of the IDPs have returned to their homes in tribal areas and the remaining perhaps have settled where they had moved. “This is also a big indicator of our success with regard to restoration of peace in Fata,” he said.
Regarding the development activities in Fata, he said 550 development projects have been completed there, including 266 water supply projects, 147 schools, 27 mosques and 67 markets.
The DG ISPR revealed that the attack on Taleemul Quran Mosque in Rawalpindi on 10th of Muharram, 2013 was not carried out by Shias as an impression was being given to create a sectarian divide. He said the attack was carried out by eight terrorists clad in black dressing who belonged to the same sect of the mosque to create sectarian fault-lines. He said the terrorist group hails from the TTP having links with RAW and NDS of Afghanistan and also with arrested Indian spy Kulbhushan Jhadav.
On the occasion, recording of two terrorists from Bajaur nabbed in connection with the attack on mosque was also played. “We arrived at the site of the mosque in rickshaw before arrival of Muharram procession as per directives of our handler,” they said.
Talking about the terror attack near the Arfa Karim Tower in Lahore, he said the terrorists wanted to target Punjab Chief Minister Shahbaz Sharif but on failure they attacked police personnel.
The DG ISPR also announced the successful completion of Khyber-4 operation during which 253 kilometres of area located in the most difficult terrain of Fata was cleared of terrorists. “Today, we have completed the Khyber-4 operation which was started on July 15, clearing all ground targets in two pockets of Shawal Valley and Rajgal area while sanitisation of the area is in progress,” Asif Ghafoor said. The army spokesman pointed out that it was the most difficult operation in the war against terror which was carried in an effective way minimising the loss of lives of troops as per directives of the army chief. “Our two Jawans were martyred and 21 injured while 52 terrorists were killed during the operation,” General Ghafoor said.
He said the clearance operation was still continuing in the Khyber Valley, adding that 91 check posts had been set up in the Rajgal area. He said the security forces had seized a material being used in manufacturing improvised explosive devices (IEDs) which bears a label of "Made in India". He said hundreds of landmines had been defused during the Operation Khyber-4, for which the Pakistan Army had consulted with the Afghan security forces and also sought their cooperation.
Asif Ghafoor said 24,000 operations had so far been conducted across the country. Of them, he said, 3,300 were carried out under Operation Raddul Fasad. In Punjab, he said, 1,728 intelligence-based operations had been conducted.
The DG ISPR denied the presence of any terrorist network in the country, saying presently there was no organised network of terrorists across the country. However, he told a questioner that 100 percent normalcy could not be achieved and questioned which country of the world had an ideal situation. “There are proxy wars and terrorist attacks taking place in the world,” he said.
Replying to a question about the fate of ex-TTP spokesman Ehsanullah Ehsan, the DG ISPR said he was a high value target because 3,000 to 4,000 suicide bombers were working under him and he also revealed links of Taliban with RAW. “Ehsanullah has a hand in the bloodshed of innocent people of Pakistan and he would not be pardoned,” he said.

Religious parties revive MMA in Karachi

Religious parties revive MMA

KARACHI: A meeting of the five major religious-political parties held in Karachi has decided in principle to fully revive the defunct Muttahida Majlis Amal (MMA).
As per details, the five major religious-political parties have decided to revive the alliance because they are certain of winning a good number of seats in KP and other provinces if they contest elections on a joint platform, whereas Jamiat Ulema-e-Islam-S (JUI-S) had earlier distanced itself from the alliance.
In a joint press conference with Fazalur Rehman, JUI-P head Awais Noorani said that decision has been taken to fully revive the MMA,adding that an Ulema Mashaikh Wing would be introduced soon, while decision on Fata would be taken in next meeting in Balochistan.
The decision was made in a religious parties meeting in Karachi and was attended by JUI-P head Awais Noorani, JUI-F chief Mualana Fazalur Rehman, JI head Sirajul Haq, Tehrik-e-Jafaria Pakistan chief Allama Sajid Naqvi, head of Markzi Ahlehadith Sajid Mir and others.
It was decided in the meeting that any party included in the alliance will distance itself from government within a month, while the central leadership and office bearers will also be announced soon.
Speaking on he occasion, JUI-P head Awais Noorani said that no amendments in the law of finality of prophethood (Khatm-e-Nabuwat) would be accepted, adding that MMA would launch mass contact movement at the start of 2018.
To a question , Maulana Fazlur Rehman said that he has discussed Fata issue with bona fide intention and hoped it would be solved.
On the occasion, Jamaat-e-Islami (JI) Ameer Sirajul Haq ruled out any monarchy of individual or a family.
While expressing his point of view, Allama Sajid Naqvi said that MMA is an electoral alliance which included five big religious parties.
Sajid Mir said that revival of MMA should have been done quite earlier. He added that this alliance was for Islamic values and represented problems of the Muslims.
This revival of MMA was decided in a meeting of the six religious-political parties, that was held at Mansoora on November 9, hosted by JI chief Sirajul Haq, while Jamiat Ulema-e-Islam-S (JUI-S) later announced to distance itself from the alliance as it had decided to go with PTI in the next elections.

Seems assemblies won’t complete term: NA speaker

Seems assemblies won’t complete term: NA speaker

ISLAMABAD: National Assembly Speaker Ayaz Sadiq on Wednesday feared that the assemblies might not complete their term, adding he was seeing a ‘greater plan’ in the offing.
Speaking on Geo News show “Aj Shahzeb Khanzada Kay Sath”, the Speaker said that all the opposition parties except one intend to see the government complete its tenure.“Disappointment is a sin but for the first time in my political career, I am now disheartened,” Sadiq added.
He said that whatever was happening was not only damaging for one institution but for the entire country. The prevailing situation is not normal but unnatural. Pakistan is surrounded by enemies, the speaker maintained.
Sadiq said uncertainty was looming and has been fuelled by instances such as the delimitation bill not being passed. He expressed concern over the delimitation bill not being passed and said the smaller provinces of the country will take the issue to the court.
He added that if Punjab was ready to reduce the number of its seats for the benefit of smaller provinces, the provinces will inquire and go to court as the provinces are in agreement. However, Sadiq said, the Election Commission of Pakistan has asked for time to go through the process. “Chances are that people will start resorting to the option of [demanding] resignations.”
The delimitation of constituencies was decided in line with the provisional results of the latest census. The bill has already been adopted by the National Assembly, but the government has so far failed to get it approved by the Senate, despite repeated attempts.
The speaker said this was the first time he had felt hopeless towards politics. Talking about the Faizabad sit-in and Model Town turmoil, Sadiq said the government could not do much as it was feared that even the slightest use of force would wreak havoc.
“I was not this upset even in 2002 during Musharraf’s tenure as I’m now,” he said. “It is not necessary that martial law disrupts the system, but Pakistan has been vulnerable in the past.” Our internal challenges are bigger than external, Sadiq said.
“I always ask the political parties that the system should be strengthened for overall improvement in the country,” he said. "I pray for the stability of Pakistan as our country is everything for us," the speaker said. "We and our future generations have to live in this country. We are creating hurdles in the way of our future generations," he said asking whether it was right.
Meanwhile talking to another private TV channel, Speaker Ayaz Sadiq said, “What is happening now has never been witnessed before. “I am not an astrologer…I hope it [the National Assembly] completes its constitutional term but I don’t foresee it happening,” he told the host. “I feel something is about to happen… things are drastically different from 2002 and 2008.”
Ayaz Sadiq went on to say that continuity of the democratic system is pivotal for strengthening institutions in the country. “Everyone should give preference to national interests rather on focusing on personal benefits,” he added.
Praising the Bilawal Bhutto-led party, Sadiq said that the Pakistan People's Party is a mature political party, and it always wants that the system should not be derailed. To a question, the speaker wished that the deadlock on the bill on delimitation of constituencies should end so that the next general election could be held on time. “People of the country are the real judge and they will have to review the performance of the PML-N government in the next general elections,” he said.

172 killed in tribal clashes in central South Sudan

JUBA - The number of people killed in clashes between rival Dinka tribe clans in central South Sudan has risen to 172, a local official said on Tuesday.
"The death toll is 172 and the wounded people are 213. Some of the injured victims are dying," said Dharuai Mabor Teny, Member of Parliament in Rumbek East of Western Lakes State.
Earlier reports put the toll of the clashes, which started on Dec 6, between the Rup and Pakam clans, at 60.
The fighting was ignited by the Rup clan, which attacked the Pakam tribesmen who they blame for displacing them from their land located in Malek County.
This came after another recent bout of deadly clashes in northern Jonglei State between the pastoral Dinka and Murle tribe that left 69 people dead and scores injured.
Teny added that despite President Salva Kiir declaring State of emergency in the restive region, the situation remains tense, hence warranting deployment of the South Sudan army (SPLA).
"The situation is not clear, since the president declared State of emergency, unless he pressures the (SPLA) Chief of Staff to deploy troops here then the situation will calm down," Teny revealed.
The head of the UN Mission in South Sudan (UNMISS) David Shearer said the number of people being killed in such revenge killings involving rival communities could easily exceed those killed in the political conflict.
"A lot of these problems are longstanding, they have been going on for years, but when you mix automatic weapons into this violence and a cycle of revenge killing, then you got a recipe for ongoing violence for a long time and the number of people being killed in these sorts of attacks is now exceeding the political conflict certainly over the last few weeks," Shearer said in Juba.
He added that UNMISS responded as quickly as possible, and they have so far managed to remove road blocks on the main road between Rumbek and Wau.
"We have been able to manage to clear those (road blocks) so that the transport is able to continue," he disclosed, adding that they were still engaging the rival clans to cease hostilities.

Chinese auto giant to end petrol vehicle sales by 2025

BEIJING: One of China´s largest state-owned automakers has said it will phase out sales of all petrol vehicles by 2025, as Beijing considers taking all fuel-burning cars off the country´s roads.

Beijing Automotive Group Co (BAIC) chairman Xu Heyi said over the weekend the company will phase out sales of conventional cars in Beijing by 2020 and nationwide by 2025, according to the official Xinhua news agency.
The decision only applies to cars the company makes itself and will not affect vehicles it makes in partnership with South Korea´s Hyundai and Germany´s Daimler.

The news comes as Beijing debates a nationwide ban, though a date for entirely eliminating petrol vehicles has yet to be announced.

For now China has put in place a series of carrots and sticks to compel carmakers to produce more fuel-efficient and eventually petrol-free cars as it looks to clean up its smog-choked cities.

Authorities will implement a complex quota system in 2019 requiring makers to produce a minimum number of electric cars.

Beijing originally wanted to start enforcing the rule in 2018, but delayed its implementation by a year after Germany and some foreign firms raised concerns.

But as the new direction has been made clear, foreign automakers have ramped up plans to make electric vehicles in China.

Volkswagen is establishing a joint venture with state-owned JAC Motors to make electric vehicles, aiming to get the first electric car to market by next year.

US car giant Ford envisages that 70 percent of all its cars available in China will have electric options by 2025. Last week it announced a $756 million investment with its Chinese joint venture to produce electric cars.

Volvo plans to introduce its first 100 percent electric car in China in 2019.

Muslims across the world have observed Friday as a day of protest against the United States' decision to recognise Jerusalem as Israel's capital, defying the UN resolutions against the move and stepping back from the two-state solution of the conflict.
Marches were staged in Pakistan, AJK, Iran, Indonesia, Malaysia, Afghanistan, India-held Kashmir, Jordan, Tunisia, Somalia, Yemen, and Indonesia.
Protest demonstrations were also held in Japan and other parts of the world.
Trump's decision puts him at odds with the international community, which insists the issue can only be resolved through negotiations.
Trump's dramatic policy shift, announced on Wednesday, has triggered widespread international condemnation, including from US allies.
Several European leaders have warned the US shift Trump's announcement declaring US support could further destabilise the region.

Nasir Jamshed banned for one year in PSL spot-fixing case

LAHORE: The Pakistan Cricket Board has banned opening batsman Nasir Jamshed for one year for non-cooperation with the board in the PSL spot-fixing case.

The PCB’s Anti Corruption Unit on Monday declared the batsman guilty of violating its code for obstruction and non-cooperation in the spot-fixing case. The main charges will be brought against him soon by the ACU.
The PSL spot-fixing scandal surfaced earlier this year, on the opening day of the second PSL Twenty20 series held in Dubai, with the final staged in Lahore.
The former opener was charged with violating two articles, 2.4.6 and 2.4.7, of the PCB’s anti-corruption code, one of which was “obstruction and non-cooperation” under which he has now been banned from cricket for a year.
The PCB’s anti-corruption unit is soon to bring forward main charges against him in the fixing case.
According the board, it is believed that Jamshed played a central role in the spot-fixing scandal which hit PSL earlier this year. He was arrested by the UK's National Crime Agency (NCA) in February, the same day he was provisionally suspended by the PCB for allegedly violating its anti-corruption code. He was later released on bail.

Sharjeel Khan was the first cricketer in the spot-fixing case, who was banned for five years last month.

In September, the Anti Corruption Unit handed batsman Khalid Latif a five-year ban and Rs1 million fine for involvement in the spot-fixing case.

He was charged on six counts, including persuading or attempting to persuade three other cricketers — Mohammad Irfan, Shahzaib Hasan and Sharjeel Khan to get involved in spot-fixing.

NAB’s plea seeking adjournment in Hudaibiya case rejected

ISLAMABAD: The Supreme Court on Monday rejected National Accountability Bureau’s plea for adjournment in the proceedings on its appeal in the apex court in the Hudaibiya Paper Mills case against the Sharif family.
The anti-graft body has appealed to the court for delay in the proceedings due to non-appointment of its Prosecutor General (PG).
A three-member bench headed by Justice Mushir Alam heard the Hudaibiya Paper Mills case.
Justice Mushir observed that non-appointment of NAB Prosecutor General is not a valid reason and the court is not responsible for this.
Justice Qazi Faez Esa asked the NAB counsel on whose directions the appeal was files, on which the lawyer replied that the approval was given during a meeting chaired by the Chairman NAB Justice (retd) Javed Iqbal.
When the court hinted at summoning the chairman NAB, the counsel informed the bench that a summary for appointment of prosecutor general has been forwarded which will be approved soon by the competent authority.
NAB’s plea to seek adjournment in the case was weak and it was expected that the top court will turn down the request.
Under clause (d) of section 8 of the National Accountability Ordinance (NAO), in case the PG is absent or unable to perform the functions of his office due to any reason whatsoever, any other law officer of the NAB, duly authorised by its chairman, will act as the PG.
Thus, till the time a new PG is picked up, the NAB chief can designate any senior lawyer to plead the case in the SC.

Five PML-N MPs hand over resignations to Pir Sialvi

Five PML-N MPs hand over resignations to Pir Sialvi

FAISALABAD: Five parliamentarians and 50 union council chairmen belonging to the Pakistan Muslim League-Nawaz (PML-N) on Sunday submitted their resignations to Pir Hameeduddin Sialvi, a spiritual leader and custodian of the Sial Sharif shrine.

Sahibzada Hamid Raza, Chairman of Sunni Ittehad Council, addressing the Khatm-e-Nabuwwat conference, held at the Iqbal Park here, said that Pir Sialvi would decide the political future of these parliamentarians and UC chairmen. The MPs submitting resignations include Dr Nisar Ahmad, MNA from Faisalabad;

Ghulam Bibi Bharwna, MNA from Jhang, Nizamuddin Sialvi, MPA from Sargodha; and MPA Mohammad Khan Baloch (PP-81).

These parliamentarians said they would not backtrack on their decision to sacrifice the assembly seats for the sake of sanctity of Khatm-e-Nabuwwat (PBUH). The one-point demand of the two members of the National Assembly and three members of the Punjab Assembly is the resignation of Punjab Law Minister Rana Sanaullah.

The son of MPA Maulana Muhammad Rehmat Ullah (PP-74), Qamarul Haq, announced the decision to 'sacrifice the provincial assembly seat' on behalf of his father.

During the conference, MPA Ghulam Nizamuddin Sialvi said he was willing to sacrifice thousands of 'seats' for Khatm-e-Nabuwwat (PBUH).

Hamid Raza also demanded the resignation of Punjab Law Minister Rana Sanaullah, warning that they would demand resignations of the Punjab and federal governments en-bloc if the Punjab law minister did not tender his resignation.

Later on, Pir Hameeduddin Sialvi, addressing the conference, appealed to the government to introduce Nizam-e-Mustafa in the country “to weed out social evils and ensure parity and equality”

He said he was not there to say something on political affairs, but to seek implementation of Nizam-e-Mustafa, because only through this system, the lives of Muslims of Pakistan could be changed.

Continuing, Pir Sialvi said that at the time of creation of Pakistan, the Muslim leaders had promised to implement Nizam-e-Mustafa in the country. But the rulers deviated from this pledge later on, he added.

Mufti Ashraf Asif Jalali, Chairman Tehreek-e-Labbaik Pakistan, in his address demanded immediate resignation of Rana Sanaullah; otherwise, he warned, the next sit-in would be held in Lahore on January 4, 2018.

Former Punjab chief minister Dost Mohammad Khosa also spoke on the occasion. He said the resignations of federal and Punjab law ministers were not enough, and the government should find out all the persons who played a role in altering the affidavit of the elected representatives.

The Iqbal Park was filled to its capacity and even a large number of workers listened to the speeches of speakers while standing on roads in the proximity.

Strict security arrangements were made by the local administration by posting 650 policemen and 200 wardens at the venue of the conference.

Tehreek-e-Labbaik central leader Allama Farooqul Hassan, Amjad Ali Waraich, President National Muslim League, Pir Ghulam Hussain from Hafizabad also spoke on the occasion.

Syed Muhammad Zameer adds from Hafizabad: Speakers at Khatm-e-Nabuwwat conference, held here Sunday, pledged to safeguard the Khatm-e-Nabuwwat laws. The speakers included Pir Syed Ijaz Ahmad Hashmi, central president and general secretary, JUP-N, Muhammad Awais Noorani, MPA Pir Mehfooz Ahmad Mashahadi of Bhikki Sharif and others.

They said they would not forget the supreme sacrifices offered for the protection of Namoos-e-Risalat and declared that the Muslims of Pakistan would foil any conspiracies to change the law regarding Khatm-e-Nabuwwat (PBUH).

They said that anti-Islam forces were hatching conspiracies to shatter the unity of the Muslim Ummah and abolish the Khatm-e-Nabuwat laws. But the lovers of Holy Prophet Hazrat Muhammad (PBUH) would foil their attempts. They called upon the Muslims to transform their lives truly in accordance with the teachings of Holy Quran and Sunnah.

Maulana Muhammad Ismail Shujabadi, central leader of Aalmi Majlis-e-Tahaffuz-e-Khatm-e-Nabuwwat, and Allama Zahid-ur-Rashdi also addressed the conference, held at Madrasa Ashrafia Qurania, Hafizabad, and called upon the Muslims to prepare themselves to protect the Namoos-e-Risaalat and Khatm-e-Nabuwwat laws.

PPP ready to support govt on delimitation bill

PPP ready to support govt on delimitation bill

ISLAMABAD: The ruling PML-N’s backdoor contacts with the PPP have finally delivered, as the latter has decided to help the bill for new delimitation of constituencies sail through the 104-member Senate where the government lacks majority. The Constitutional Amendment Bill, 2017 pertains to the fresh delimitation of constituencies in line with the provisional results of the latest census in the light of general elections next year. The National Assembly had adopted the bill; however, the government has so far failed to get it approved by the Senate despite repeated attempts. On November 17, voting on the bill was postponed as the required number of lawmakers were not present in the Senate. The bill needed a two-thirds majority for passage but there were less than 50 lawmakers in the House. After strenuous lobbying by the ruling PML-N parliamentary leadership, Opposition Leader in the National Assembly Syed Khursheed Shah acceded to the proposal to pass the bill, enabling the ECP to undertake the task of delimitation of the National Assembly seats according to provisional census results without enhancing the total number of seats. Khursheed Shah had assured the treasury after the adjournment of the previous Senate session and the meeting of Council of Common Interests that path for the delimitation bill had been cleared and it will get through by December 11 — the latest deadline given by the ECP. It may be recalled that the ECP had twice revised its demand that parliament should adopt the bill or it would move the apex court for permission to hold the upcoming polls on the basis of 1998 census. Sources said the government had agreed to the PPP's demand that it would hold only one election based on new delimitation. The Senate is likely to adopt the bill in its session due to start from Monday (tomorrow). According to the new delimitation of constituencies, Punjab's seats share in the National Assembly will decrease by nine seats, while Islamabad will get one more seat, Khyber Pakhtunkhwa five and Balochistan three more. Seats for Fata and Sindh will however remain unchanged. A senior PPP leader confided to The News that most of party leaders, including Chairman Bilawal Bhutto Zardari, wanted to vote for the amendment, but the Co-chairperson Asif Ali Zardari had advised them against doing it. A PPP senator told The News that a list of eight major demands relating to the population census results’ re-checking had been presented to the government, which was accepted. “Now we are ready to get the said amendment approved from the Senate,” he said. The ruling PML-N doesn’t have the required two-thirds majority in the 104-member Senate to get the bill passed. In this scenario, the N-League needs the opposition parties’ support for approval of the amendment. Giving details of demands, the senator said the PPP’s narrative of post-census enumeration was very justified. The PPP demanded that a Census Verification Commission consisting of three recognised demographers should be appointed with mutual consultation for three months to submit its final report after rechecking results. The party further demanded the Pakistan Bureau of Statistics should not have any role in the commission and the census block to be included in the Post Census Enumeration (PSE) should be selected on random sampling programme by computer on district level. He said the condition of showing Nadra identification also excluded those having no identity cards. The senator said the PES should be conducted in randomly selected blocks on de-facto method, which counts every resident who was in a place of residence the previous night. And as per international practice, curfew should be imposed in the selected blocks for a day to carry out the Post Enumeration Survey in a professional manner. The army should not be involved with enumeration as was done in the Census 2017, he concluded. Giving technical details, he said enumeration should be done on templates and the data transmitted on line after counting each house to the office of the commission and the provincial government. To make it authentic, the UN Population Fund can also be given consultancy services to give technical inputs for the Census Commission to carry out the PES in an internationally-recognised manner. Talking to this correspondent, Senator Salim Mandviwala, who’s very close to Asif Ali Zardari, said the PPP had yet to take any decision to vote on this important amendment. “We are discussing the issue with other parties in the Senate. The senators of different parties have reservations about this amendment approved by the NA, and we are trying to remove them," he said. PTI Senator Mohsin Aziz denied any such consultation, as his party had not been approached by the PPP nor had his party shown any reservations about this important amendment passed by the NA. He further said his party wanted to approve the amendment as soon as possible so that a hurdle in its way could be removed. The National Assembly passed the 24th Constitution Amendment Bill 2017 by 242-1 vote on November 16, paving way for the Election Commission of Pakistan (ECP) to carry out fresh delimitation of constituencies ahead of the next general elections on the basis of provisional census data. It is worth mentioning that the 24th Constitution Amendment demanded the audit of 5pc of census blocks. The issue of conducting fresh delimitation of constituencies had been stuck in deadlock for several days till the CCI agreed to hold the elections on the basis of provisional census results on the condition that a third-party audit of one per cent of population blocks would be conducted within three months.

Governance is not for army: Gen Bajwa

Governance is not for army: Gen Bajwa

QUETTA: Chief of the Army Staff (COAS) General Qamar Javed Bajwa on Thursday said it is not for the army to run the government and it’s time for everyone to correct their mistakes and work in their own spheres.
The army chief reiterated that he was pro-democracy and knows the significance of vote power. General Bajwa also voiced concern over madrassas that have mushroomed nationwide for mostly teaching only Islamic theology, saying the country needs to “revisit” the religious school concept.
He said the madrassa education in Pakistan was inadequate because it did not prepare students for the modern world. "I am not against madrassas, but we have lost the essence of madrassas," General Bajwa said while addressing a seminar titled “Human resource development for the youth of Balochistan -- opportunities and challenges” in Quetta.
The COAS said he was recently told that 2.5 million students were being taught in madrassas. He said more madrassas than schools were built during the last 40 years.
"So what will they become: will they become Maulvis or they will become terrorists?" General Bajwa asked, saying it was impossible to build enough mosques to employ the huge number of madrassa students.
"We need to look (at) and revisit the concept of madrassas. We need to give them a worldly education," he said. General Bajwa said poor education was holding back the nation of 207 million people, and especially in madrassas. He added: "Most of them are just teaching theology. So what are their chances? What is their future in this country?"
He said mistakes were made by generals, politicians, but now it’s time for all to do own duty. The COAS said that army is a state institution meant to serve the nation. Army shall continue to perform its role while national security and development remains a national obligation for all the state institutions. Gen Bajwa also said that he believes in democracy and even more so in the democratic values of selfless service and supremacy of moral authority. All of us have a duty to the nation.
The army chief mentioned that presently over 25,000 Baloch students are receiving quality education at various army and FC-run schools and cadet colleges all over Pakistan. He said nearly 20,000 sons of Balochistan are serving in the army, including over 600 as officers, while 232 cadets are undergoing training at the Pakistan Military Academy (PMA), Kakul. He said this was only the representation in Pakistan Army and the number gets even higher when we take into account the Baloch youth in Pakistan Air Force, Pakistan Navy and other law enforcement agencies.
“Our future is bright and our youth are fully capable of taking on the mantle. Baloch youth are as capable as youth of any area of Pakistan,” the army chief said, adding: “We have enough resources, we just need to improve our human resource.”
General Bajwa said the civil service needs to be made attractive so that the top talent comes to it. “It is the backbone of any country,” he said. The COAS also announced establishment of an MRI Centre in Turbat while expediting establishment of already announced educational institutions.
General Bajwa said the army is a state institution meant to serve the nation. He said the army shall continue to perform its role while the national security and development remains a national obligation for all state institutions. The COAS concluded that tomorrow’s Balochistan will be an engine of national development effort and invaluable link from north to south and also to the west.
